Elbert “Poke” Lawrence
In 1983, Mr. Winnsboro High School Elbert Lawrence was selected as the Most Likely to Succeed. Elbert attended ULM, formerly NLU from 1983 to 1984 but left to help take care of his family. He worked for Grubb and Ellis, a company affiliated with IBM and Capital One, as a building engineer in Dallas, Texas. In 2001, he founded PEBB Services, today one of the top HVAC services in the Dallas and Tarrant County area. Elbert’s three sons currently run the company.
Some eight years ago, Elbert began his quest to invest in his hometown by buying land, houses and downtown Winnsboro buildings. His investments so far have created PEBB HVAC, LLC, Daily Dose Bistro and the Belle’ Age Event Center.
Now, we have the opportunity to support Elbert the candidate for mayor who can unite the community and use his business success and experience to get Winnsboro back on the right track.

Lawrence wants to focus on uniting this community again, not one part, but the whole community, which includes the Police Department, Sheriff’s Office, Winnsboro Main Street, Chamber of Commerce, School Board, Police Jury and most importantly, to be in accord, along with the City Council, on all the rules and regulations of this city.
“All the bickering is causing us to lose focus on what is right for the City of Winnsboro. There is no such thing as a black way or white way. There is just the right way. It’s time to focus on coming together to unite and get the city back on the right track,” Lawrence said.
Education & Experience
Lawrence graduated from Winnsboro High School in 1983. After attending ULM, formerly Northeast Louisiana University, from 1983 to 1984, he left to help take care of his family.
He worked for Grubb and Ellis, a company affiliated with IBM and Capital One, as a building engineer in Dallas, Texas. In 2001, he founded and started PEBB Services, one of the top HVAC services in Dallas and the Tarrant County area. Lawrence’s three sons currently work in and run the company.
Businesses & Community Service
Winnsboro is Lawrence’s hometown. Since relocating to Winnsboro, he has opened, along with Laura Bell, three businesses – PEBB HVAC, LLC, Daily Dose Bistro and Belle’ Age Event Center. The businesses are located in a historic building which represents not only his financial investment, but also a commitment to the town’s preservation efforts.
Lawrence has been an active supporter of youth programs that include scholarships, and has been a contributor to community organizations such as the Chamber and Main Street. Currently, he serves on the Board of Directors for the Main Street program.
In addition to investing in preserving the downtown area, Lawrence has also invested in the future of the city and parish through the purchase of land that will be a new subdivision development. This project and the downtown businesses he opened represent over $1 million invested in the local economy.
Winnsboro Needs a Mayor with Successful Business Experience
Lawrence is asking for the opportunity to serve as Mayor to unite the community and use his business success and experience to study the city issues and work with those who have knowledge and expertise to develop plans and act on them accordingly.
